Oregon requires a Concealed Handgun License (CHL) to carry a concealed handgun. Applicants must be 21 or older.
For residents, an Oregon CHL provides the legal authority to carry a concealed handgun in Oregon and is issued by the county sheriff.
For nonresidents, Oregon is not a general nonresident permit state. A county sheriff may waive the residency requirement only for a resident of a state that borders Oregon who can show a compelling business interest or other legitimate demonstrated need. Residents of California, Idaho, Nevada, and Washington may qualify.
Because of that restriction, an Oregon CHL is not a practical add-on permit for most out-of-state applicants. Its principal benefit is lawful concealed carry in Oregon itself.
