Utah is a constitutional carry state. Eligible individuals 21 or older who may lawfully possess a firearm may carry a loaded firearm openly or concealed without a Utah Concealed Firearm Permit (CFP).

Utah also issues a Concealed Firearm Permit to eligible applicants 21 or older and a Provisional Concealed Firearm Permit to eligible applicants 18 to 20 years old. Individuals who are 17 years old may complete the required permit training, but BCI will not accept the application until the applicant turns 18.

Although Utah does not require a permit for constitutional carry at age 21 or older, obtaining a Utah CFP still provides important benefits, including the most recognized permit in the Country for reciprocity with other states, specific carry privileges that do not apply to permitless carry, and firearm-purchase benefits.

For standard CFP holders, a valid Utah permit allows concealed carry on Utah public school premises and daycares, subject to other state and federal restrictions. A valid permit also allows a person to have a loaded rifle, shotgun, or muzzle-loading rifle in a vehicle when the vehicle belongs to the permit holder or the owner consents.

For Utah residents, a valid Utah CFP can also exempt the permit holder from the federal NICS background check when purchasing a firearm from a Utah FFL.

A Provisional CFP allows eligible individuals age 18 to 20 to carry a loaded concealed firearm, but a provisional permit holder may not carry a firearm on K-12 school premises.

For nonresidents, Utah issues both standard and provisional permits. Residency is determined by the applicant’s state-issued identification. If the applicant’s state recognizes the Utah permit or has reciprocity with Utah, the applicant must first hold a valid concealed carry permit or license from their state of residence. This requirement does not apply to an active-duty service member or the spouse of an active-duty service member who provides Permanent Change of Station (PCS) orders requiring the service member to report for duty in Utah.

If the applicant’s state does not recognize the Utah permit, a home-state permit is not required.

Utah CFP Training

All initial applicants must complete the Utah Concealed Firearm Permit course taught by a Utah BCI-certified concealed firearm instructor.

The required training must be completed in person. Utah does not accept online training, and another state’s permit, license, or firearms course cannot be substituted for the Utah training requirement.

The course includes firearm familiarity, safe loading and unloading, firearm storage and carrying, firearm safety, Utah firearm laws, lawful self-defense, use of force and deadly force, transportation, and concealment.

Utah does not require a live-fire firearm qualification to obtain a CFP.

A provisional permit holder does not have to repeat the Utah CFP class when switching to a regular CFP unless the provisional permit has expired for more than one year after the applicant’s 21st birthday.

Initial Application Cost

The Utah BCI initial application fee is:

  • Utah resident: $55
  • Nonresident: $90

The initial application fee may be waived for qualifying:

  • Current Utah law enforcement officers who provide the required letter of good standing. Qualifying law enforcement officers are also exempt from the training requirement.
  • Active-duty service members and their spouses who provide qualifying PCS orders requiring the service member to report for duty in Utah.
  • Qualifying K-12 school employees who work at the school during school hours, when students are present, and provide the required employment letter on school letterhead.

What Must Be Submitted

Initial applicants must submit:

  • A completed Utah Concealed Firearm Permit application with the Weapon Familiarity Certification completed by the certified instructor.
  • One recent 2″ x 2″ passport-quality color photograph with the applicant’s name printed on the back.
  • One completed FBI FD-258 fingerprint card. The card and fingerprints must be complete and legible.
  • A photocopy of the applicant’s non-expired driver’s license or state-issued identification card.
  • A copy of the applicant’s home-state concealed carry permit or license when required for a nonresident application.
  • Proof of lawful U.S. status when applicable for an applicant born outside the United States.
  • Supporting documentation for any application question answered Yes, when required.

Where To Submit The Application

Applications may be submitted by mail or in person to:

Utah Bureau of Criminal Identification

Taylorsville, Utah 84129
(801) 965-4445

The application must be received by BCI within one year of the date the instructor signed and stamped the application.

Application Process

BCI reviews completed applications and conducts the required background investigation. If the applicant meets Utah’s statutory requirements, BCI mails the permit to the applicant.

Utah law requires BCI to issue or deny the permit within 60 days after receiving a completed application.

If a Utah CFP application is denied, the applicant may appeal the denial as provided by Utah law.

Utah CFP Renewal

A regular Utah Concealed Firearm Permit is valid for 5 years and may be renewed for additional 5-year periods.

You cannot renew a permit more than 90 days before its expiration date. A permit that has been expired for more than 1 year cannot be renewed and requires a new application.

You do not need to repeat the CFP class to renew a standard permit, but renewal applicants must complete the required Utah firearm-safety video before renewing.

The renewal fee is:

  • Utah resident: $20
  • Nonresident: $50

Online renewals include an additional $0.75 convenience fee. A renewal submitted more than 30 days after expiration, but less than one year after expiration, is subject to the applicable $7.50 late fee.

Provisional Permit — Switch To Regular Permit

A Utah Provisional Concealed Firearm Permit expires on the permit holder’s 21st birthday and cannot be renewed.

The permit holder must submit the required Provisional-to-Regular Permit switch application.

The switch application fee is $10.

Replacement Permit & Name/Address Changes

A replacement Utah CFP is available for a $10 replacement fee. The replacement application must be notarized and submitted to BCI as required.

A valid CFP also allows a loaded rifle, shotgun, or muzzle-loading rifle in a vehicle when the statutory requirements are met.

Utah residents: A valid Utah CFP can exempt the permit holder from the federal NICS background check when purchasing a firearm from a Utah FFL.

Nonresident Eligibility

If your state recognizes or has reciprocity with Utah, you must hold a valid concealed carry permit or license from your state of residence before obtaining a Utah permit. If your state does not recognize the Utah permit, a home-state permit is not required.

The home-state permit requirement does not apply to an active-duty service member or the spouse of an active-duty service member who provides Permanent Change of Station (PCS) orders requiring the service member to report for duty in Utah.

Training Requirements

Initial applicants must complete the Utah CFP course in person with a Utah BCI-certified concealed firearm instructor. Utah does not accept online training or another state's permit or training as a substitute.

Nonresident applicants can find Utah BCI-certified instructors in other states.

Firearm Qualification

Utah does not require a live-fire firearm qualification for the regular or provisional CFP.

Fingerprinting & Passport Photo

Initial applications require one completed FBI FD-258 fingerprint card and one recent 2" x 2" passport-quality color photograph.

Utah FAST can complete the required fingerprint card and passport-quality picture.

Permit Validity & Renewal

The regular Utah CFP is valid for 5 years. Renewal does not require repeating the CFP class. A permit may be renewed beginning 90 days before expiration and up to one year after expiration, with the applicable late fee after 30 days.

Provisional Permit Switch

A provisional permit expires on the holder's 21st birthday and cannot be renewed. The holder must submit the provisional-to-regular switch application. The switch fee is $10.

Replacement & Name/Address Changes

A replacement permit costs $10. Address changes can be submitted to BCI without ordering a new card. If a new card showing the updated information is requested, the replacement-permit process applies.

Utah Concealed Firearm Permits are issued and regulated by the Utah Bureau of Criminal Identification. Initial applications must be received by BCI within one year of the instructor's training certification date.
