2026 Legislative Session

The 2026 Utah Legislative Session started on January 20th and ended on March 6th. If a bill is passed, it is sent to the Governor for action. The Governor can either sign the bill, veto it, or allow it to become law without a signature. Any bill not signed or vetoed by midnight on Thursday, March 26th, 2026, will automatically become law on May 6th, 2026, unless the bill specifies another date. The Legislature can override the governor’s veto of any bill or line item by a 2/3 vote in both the House and the Senate. Sets a criminal penalty in certain circumstances when an individual fails to lawfully store the individual’s firearms and the firearm is then accessed by a minor in an unlawful manner.

H.B. 83 Imitation Firearm Amendments
Creates an infraction for a minor, after receiving a previous documented warning from a law enforcement officer, to possess an altered toy, look-alike, or imitation firearm that has the appearance of an actual firearm.

H.B. 84 Higher Education Dangerous Weapon Amendments
Allows an individual 21 years old or older to conceal a dangerous weapon at an institution of higher education without a concealed carry permit.
Prohibits anyone, even if they have a permit, from openly carrying a dangerous weapon on all K-12 schools and all college and university campuses, unless lawfully responding to an active threat.

H.B. 534 Firearm Immunity Amendments
Grants governmental immunity for an injury or damage resulting from a firearm discharge by an individual when firearm possession is allowed on government-owned, leased, or controlled property in accordance with law, policy, or practice
Creates an exception to the immunity described above if the governmental entity or the governmental entity's officers or employees affirmatively encourage or aid a firearm discharge for a nondefensive purpose
Expands the class of tenants who are immune from liability for injury or harm resulting from a firearm discharge by an individual on the tenant's property by amending the definition of "property occupant" to:
•remove the requirement that the property be privately owned; and
•include legal entities, rather than only an individual, who has the right to occupy property under an agreement
