Black Powder Restrictions
Utah and federal laws affecting black powder, explosive materials, storage, transportation, and prohibited possession.
Black Powder Is Legal When Applicable Requirements Are Met
Black powder is used in muzzle-loading firearms and other lawful activities. Purchasing, possessing, storing, transporting, and using it must comply with applicable federal, Utah, and local fire-safety and explosives requirements.
Black Powder Is An Explosive Material
Actual black powder is classified as an explosive material under federal law. Black-powder substitutes may have different legal and transportation classifications. Do not assume every propellant has the same storage or shipping requirements.
Utah Black Powder Restrictions
Unlawful Construction Or Use Of A Powder House
Utah law restricts the unlawful construction or use of a powder house. A powder house is a facility or structure used for storing explosive materials.
Explosive materials must be stored and handled in compliance with the applicable Utah statute, fire-safety requirements, and federal explosives regulations.
Unlawful Conduct Involving Explosive Devices
Utah law prohibits specified unlawful conduct involving explosive, chemical, or incendiary devices. Lawful possession of black powder does not authorize the unlawful construction, possession, placement, or use of an explosive device.
Federal Black Powder Restrictions
Possession & Transportation
Federal explosives laws regulate the shipment, transportation, receipt, possession, storage, and distribution of explosive materials. Restrictions also apply to persons prohibited from possessing explosive materials.
Federal law provides specific treatment for limited quantities of commercially manufactured black powder intended for sporting, recreational, or cultural purposes in antique firearms and antique devices. The applicable quantity and purpose requirements must be met.
Storage & Shipping
Firearm powder cannot be shipped or stored as ordinary, unrestricted merchandise. The powder's classification, quantity, packaging, intended use, and storage location determine which federal and local requirements apply.
USPS prohibits mailing regulated explosive propellant powders. Commercial carriers may require hazardous-material authorization and compliant packaging.

Firearm Classification
Many traditional muzzle-loading firearms fall within the federal antique-firearm definition and are not firearms under the federal Gun Control Act. This does not remove all Utah laws or federal explosives restrictions that may apply to the firearm or its propellant.
Restricted Persons & Prohibited Devices
Utah dangerous-weapon restrictions, federal explosives restrictions, and prohibitions involving destructive devices can apply depending on the person, firearm, device, and circumstances.
