Delaware requires residents 21 or older to obtain a Handgun Qualified Purchaser Permit (HQPP) before purchasing or receiving a handgun unless they qualify for a statutory exemption.
For residents, the HQPP allows you to purchase or receive a handgun in Delaware. Applicants must meet Delaware’s eligibility requirements and complete the required firearms training, fingerprinting, photograph, and background check before the permit is issued.
For nonresidents, the Delaware HQPP does not apply because the permit is issued to Delaware residents for handgun purchases and transfers in Delaware.
Online Training
Delaware allows the classroom portion of the required HQPP firearms training to be completed online.
The required firearms training must have been completed within the 5 years before the application.
The required live-fire portion must be completed separately in person.
Required Live Fire Qualification
Delaware requires a minimum of 100 rounds of live fire as part of the required firearms training.
Delaware HQPP Validity
The Delaware HQPP is valid for 2 years.
A valid Delaware concealed carry license holder and other applicants who qualify for a statutory exemption are not required to obtain an HQPP.
